Dowlin's Historic Old Mill Ruidoso Built in 1868, the Old Mill is the oldest standing building in Ruidoso. The mill functioned as a grist mill, saw mill, bean thrasher and black smith shop. The mill, powered by a water-wheel, still works as a flour mill to this day. Legend has it that Billy the Kid was hidden from law enforcements inside a flour barrel at this mill.
